    There was definitely a power vacuum after the SPD’s coalition did those slayings. The successors to the KPD effectively fragmented and they became more or less an extension of the USSR after 1924 when the civil war ended. Thusly the comintern didn’t have anything like an independent bavarian state to represent any viable alternative than what Stalin was marshalling. Even so the German communists were split between the competition of Trotsky and Stalin.

    For context in 1924 the Nazis and Hitler already had his failed putsch and was already out of jail. The leader of the SPD government, Ebert, was still in power after being given the government from the abdicating Kaiser after World War 1.
