He already dropped he was thinking of giving her a pardon, probably to motivate her to keep her mouth shut. He has surrounded himself with loads of yes-men, he’s actively fighting his opposition without caring about the law, he even went against court orders. The guy is above the law and can do whatever the fuck he wants, and he knows that.
You make a good point. Even if this were the line that his base can’t cross, a decade of unconditional adulation on top of his obvious mental decline means he’s going to do whatever the hell he wants, and what he wants is completely unpredictable.
