Police Commissioner Jessica Tisch said the shooter’s motives were still unclear. “We believe this to be a lone shooter and there is no longer an active threat to the public,” she added.

If it was someone actually attempting to make a positive impact I think law enforcement and news agencies will be heavily incentivized to bury the story ASAP.
