This is a skeleton warrior in the Deadite army that is battling against Bruce Campbell, who is playing Ash, a hero who was sent back in time at the end of the movie Evil Dead 2 to free a sort of primordial Camelot from the terrors of the Deadites.
It is a blend of Arthurian legend and Irish mythology, Llew Silverhand specifically, and Mark Twains’ “A Connecticut Yankee in King Arthur’s court” with horror movie aesthetics and three stooges slapstick comedy.
It is my number one favorite film, which is how I could pick out this particular scene from the movie.
If you feel like watching it, I recommend watching Evil Dead 2 first. It is much more of your traditional “cabin in the woods” horror gore flick, but it also has a strong comedic thread running through the entire story.
The only reason Army of Darkness was not named Evil Dead 3 was that there was a dispute with the studios, and so they had to change a few things and work a few things around to finish the story that they had intended to tell. It’s directed by Sam Raimi from the Tobey Maguire Spider-Man movies, and a lot of other great movies like Drag Me to Hell.
Further note, I don’t believe you need to watch the first Evil Dead as Evil Dead 2 is a retelling of the events from the first Evil Dead with a higher quality production budget and more of a comedic bent.
The original Evil Dead feels much more late '70s horror movie than the sequel.

IIRC, the twig rape from ED1 was also omitted.
