It’s not a joke based on nothing. It’s based on how many of the people who want mass deportation will always assume someone is an immigrant based on looks, language, skin color. I’ve seen lots of right wing people talk about seeing illegals at an airport or non Americans. How do they know? Did they check their papers, passport, etc?
