They have cameras in the car, you can turn off cameras but I imagine they would be paranoid and maybe not even know how to operate all the devices in the car and found the most secluded spot they could.

Edited to add: Either way whatever is happening is not good. There is no appropriate reason for what is being shown to be happening.

This is assuming a level of reason and self-awareness that this idiot’s job title alone proves he doesn’t have.
