If a dragon flew overhead right now I’d be absolutely delighted, run outside waving and shrieking “OMG look everyone it’s a fucking dragon I can’t believe it I’m so excited” and promptly be incinerated by said dragon.
Pros:

You no longer have to deal with gestures broadly at everything

Based on the fantasy writing I know of, if there previously weren’t any dragons, and suddenly there is a dragon, then there is also the possibility that suddenly, you’ll be able to use magic.
I’d say we can already use magic, the results just vary
