Ca penal codes 834, 835, and 837 empower CA citizens to arrest any other citizen who commits a crime in their presence using whatever force is necessary.
Ca penal code 142 makes it a crime for any police officer who witnesses a crime to willfully refuse to make or recieve an arrest of the individual who committed the crime.
If the cops won’t do their job, it’s a dereliction of the duty they have been obliged to perform. Arrest them for it.
