Imagine the resources necessary to do what they are doing now, but for them to still feel safe in an atmosphere where armed resistance is likely.

Disagree. If one ICE gets shot, it’s cassis belli to be even more brutal. And the resistance loses the moral high ground. And the fence-sitters.
And it isn’t as if Alex shooting one or two would have saved him from the eight others.
