    Look at the CIRSA lobbying.

    https://www.muckrock.com/foi/denver-145/cora-logs-2026-shadow-government-entity-cirsa-213839/#file-1401888

They lobbied against the No Kings Bill.

So while students in Englewood staged a walkout against ICE with police escort, the insurance pool for EPD was lobbying against the bill. Successfully.

    Voting is one part.

Supporting our transparency laws and getting right-to-know into the Colorado Constitution is another large part.

CIRSA is exempt (according to them) from CORA requests.

All the while they use NDAs and settlements to suppress and erase civil rights violations across the entire State. 298 members. Roughly 244 are Cities.

I can’t think of a better system lever than empowering Colorado citizens.
