TL;DR: Dead NPC found underwater has a shaved head because animating the hair moving underwater wasn’t in their budget. Supposedly shaved hair is a sign of dishonor or something.
Literally nobody would have noticed if the hair was just not animated…
Don’t ever bet against the pedantry present in the gaming population.
