In which case, yes, absolutely. If a paying customer wants a well done steak with ketchup, sure. Or if they want some ugly clothing. Hell yeah, as long as they’re paying.

That “it’s only a few bad apples” would be a reasonable answer if that system gets rid and punishes those bad apples.
But if the system protects and ignores those bad apples, then the whole system is rotten
It does drive me crazy how people butcher that expression.
Right up there with pulling oneself up by their bootstraps, which was coined to make fun of rich fucks thinking this was somehow possible.
