He is, after all, only limited in his authority only by his own morality.
I.e., not limited at all.
It does limit him from doing anything good
Blocks, as in clarifies the authority is each state and that this is not a legit reason to withhold funds. And the state being election authority is not only long standing precedent but upheld by this Supreme Court.
While it would follow trumps pattern to make up some sort of emergency to try to justify withholding funds, it would require several steps much farther across the line to actually prevent states from holding elections
