After the person hit the ground, the driver momentarily stopped, and someone on the passenger side looked back. Then the car just peels the fuck outta there.

The driver probably lacks the ability to engage their prefrontal cortex and shut down impulsive behavior; which isn’t a new behavior in teenagers; this is what you get in extreme cases.
