I would say it’s a different type of growth. A topic that regularly comes up is consolidation of similar communities (the most recent example being [email protected] as the suggested alternative to [email protected] [email protected] , [email protected] , [email protected] etc.)
So it’s a type of growth, but more internal than external.
Having two communities seems better as people busy with keeping their communities active aren’t automatically interested in promoting the Fediverse externally, and vice versa.

Same reason there is [email protected] separated from [email protected] , the intent and type of content are different

That community is 3 days old, it had 11 posts, it’s still very reasonable to create a meta post about it and point people to the SJW
Unless there is some kind of automatic link forwarding that I’m not aware of. I’m making assumptions about what “Redirect” means based on my knowledge.
If you lock the community and pin the post to the SJW one willing to post will just follow that post to the SJW community
There is a fancier version like what @[email protected] did on [email protected]
But the last point probably overkill for a community that’s 3 days old.
And for the first one, it can be done manually too
