Codify? How about DOGE go to Congress first and work with people? You don’t just go and rip up the federal government and then expect Congress to follow along. The Congress has the power of the purse. All the executive branch can do is execute the laws. Congress makes the law. Don’t be surprised if you ignore congress, you get ignored yourself.
