Incumbents in record numbers are declining to run and defend their seats, primarily because they know they’ll probably lose. Dems only need to flip a handful of seats across all 430+ districts to take control of the House, and have investigative, subpoena, and arrest powers, and it is starting to look like a bloodbath.
IF the Democrats choose to boldly grasp the opportunity. I sooo want them to do that, but I so fear they won’t.

The two aren’t mutually exclusive. Consider certain graffiti. The person tagging a building doesn’t think that he is improving it. Rather, he is showing that he has the power to put his name on places where other people don’t want it. In doing so, he asserts dominance. That’s what legacy is in a zero-sum mindset where success must mean someone else’s failure - a record of whom he defeated.
