    Seems like they learned nothing from the Spanish American War. Congress was worried that war with Spain was being pushed for territorial expansion, so they passed the Teller amendment, specifically forbidding Cuba from being made a US territory. Unfortunately, they didn’t say anything about the other Spanish colonies (Philippines, Puerto Rico, and Guam) because i don’t think they expected the degree with which the imperialists were poised to go for those other colonies.
