The goal has always been to maintain a culture war and prevent a class war from happening. An actual civil war won’t happen because of the country’s size - we can’t agree in peaceful times on many things due to regional differences. But outbreaks in various areas fueled by misdirection is probable, and useful for the before mentioned reason. Might as well be a civil war if it happens in enough places, and yet no one will be fighting the real “bad guys”.
It may not be a civil war like blue state govs vs federal or red state govs, but I could definitely see fascists (gov or militias) terrorizing and murdering “liberals” and immigrants, followed by a counter-insurgency targeting fascist institutions and politicians… which I would still classify as a civil war.
