Blueprints aren’t needed if the project is going to be a boondoggle to swindle more cash out of investors. Just keep adding stuff, just keep claiming you NEED to add more stuff, and eventually you wind up with The Big Dig.
Simple. You get in your excavator and start digging.
And then have a big problem when you hit a sewer pipe or electrical cable.
