There should be some sort of threaded seal around the hole on the bottom of the tank where the water flows in, and the hardware all attaches to that. I’ve never seen anything like your situation, you might need a plumber to sort that out.

It sounds like you’d have to replace the whole stack, but that’s only about $15-20 at Home Depot.
