Who cares what the owner thinks? It’s for the dog, and the dog isn’t going to care about a little hair.

The owner gets to decide whether OP’s presents go through to the dog, and in the extreme case whether to continue being friends with OP.

A dog’s owner is their guardian. It’s important to get their buy in if you want to give their dog something. This is perfectly reasonable.
