Personally, it looks like “hi” but the H is obscured slightly by the girl’s leg. The text on the sign is very fake though. Even if this was a legit photo (which it definitely isn’t), the text on the sign looks like the same shitty photoshopping you might see on a shitpost changing a single word on a meme template to fit a different topic.
